RPC Client Service

Query low-level Solana RPC data — currently provides rent exemption calculation.

The RPC Client Service proxies Solana RPC queries that don’t map cleanly to any other Protochain service. Currently provides one method for rent exemption calculation, which is a prerequisite for creating accounts with the System Program.
